Current asylum law is based on Refugee Act, 1996. If you wish to seek asylum in Ireland you have to make an application (at the Office of the Refugee Applications Commissioner) for a declaration as refugee. You will then have to go through an interview for the purpose of giving initial information. You are also required to present all documentation related to your travel routes, your identity and anything else that can support your basis for seeking refugee status for genuine reasons. Although this the first phase for asylum seekers, many fail at this point and you could be deported.
All refugee status seekers will have their fingerprints taken as well as their photos. This data will be exchanged between other EU countries (under the system called (Eurodac). If the asylum seeker is successful in submitting their declaration as refugee, he/she will be issued a Temporary Residence Certificate. Some countries are considered as “safe countries”, therefore people from these countries cannot become refugees. This also applies if applicants have previously applied for asylum in a country which is part of the Geneva Convention, prior to applying in Ireland.
After submitting a declaration of refugee you will be transported to an accommodation centre where you have to remain all the time while your application is processed. There is no significant welfare for people staying in the asylum accommodation centre (less than 20 Euros a week) although the food and accommodation itself is free.
Depending on the outcome of the investigation, there will be either a negative or positive recommendation made against you. In case of a Negative recommendation you have rights to appeal the decision. However, it is very important to know that you have to pay your own legal cost if you engage a private solicitor.
People who have been refused a refugee status are deported from the Ireland.
